The Sr. Procurement Specialist is responsible for leading procurement efforts on assigned projects and to expeditiously and effective negotiate and award subcontracts and purchase orders that comply with contract terms and conditions, maximizing efficiencies through leveraging scale, deliver predictable results through standardization of process and to support the enterprise with current, accurate cost data and sourcing information.

  • Provides responsive, high quality service to Walbridge employees, representatives of subcontractors and suppliers by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner.
  • Preparation of solicitations, (e.g. request for proposals and request for quotes) to support procurement effort as required. 
  • Research and preparation of statements of objectives (SOOs), statements of work (SOWs), requirement documents, and Lead Pre-Bid meetings for CM and D/B procurements.  This includes assisting technical Estimating and drafting specifications and work statements, providing consultation and recommendations, developing performance measures, and coordinating draft requirement documents. 
  • Assist the estimating and operations departments in preparing cost estimates.  Provide current relevant cost information as requested. 
  • Preparation of procurement plan and procurement matrix.
  • Lead Subcontractor / Supplier proposal review meetings as required
  • Prepare evaluation criteria and make recommendations as to relative importance of the criteria. 
  • Negotiates prices, terms, contracts and makes awards
  • Provide management, detailed instruction and continuous follow-up to support the operations teams in standardized RFP/bid and contract processes. Be proactive and manage internal and external customer expectations.
  • Establish relationship with Corporate Legal and Risk Management to ensure all contractual terms and conditions comply with standard or other contract changes are formally reviewed and approved by legal/risk management.
  • Serves as advisor to buyers on unusual or difficult policy problems.


  • Bachelor's Degree in fields of supply chain management, engineering or strategic sourcing (Purchasing) strongly preferred.
  • Minimum of 8 years of previous experience in procurement, Estimating or Construction field operations.
  • Excellent Inter-personal skills, Organization skills, Strong Analytical Ability.
  • Ability to interface with the senior leadership team
  • Ability to work in a fast-paced environment with strict timelines.
  • Excellent communication skills - oral and written
  • Excellent PC skills, proficient in MS applications - Very strong in Microsoft excel & PowerPoint
  • Motivated to grow and perform in a high performance organization
  • Understanding of the basic principles of contract law, insurance requirements, rules and office policies and procedures
  • Thorough knowledge of purchasing methods and procedures.
  • Thorough knowledge of Transportation, Freight and Logistics methods and procedures and INCOTERMS
  • Ability to establish and maintain effective working relationships with internal and external customers, stakeholders, suppliers, vendors and subcontractors.
  • Demonstrated skill in obtaining and analyzing product and price data for contract negotiations, and conducting comparative analysis of vendor terms and/or price quotations with historical data to develop recommendations on vendor selection, terms, or prices.
